Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. In this position, you will perform professional work that is concerned with community mitigation planning through engaging communities such as urban or rural neighborhoods, villages, Tribal reservations, cities, counties, regions, States, U.S. Territories, or the nation in a dialogue about risk reduction strategies. Typical assignments include:
Educating on the opportunities to integrate natural hazards into various regulatory and investment mechanisms including capital improvement plans, comprehensive plans, integrated watershed management plans, climate change action plans, for mitigation and multi-benefit activities. Reviewing and evaluating multi-hazard mitigation plans submitted by State, Tribal and local governments for FEMA approval in accordance with Section 322 of L 93-288 and provisions of P.L I 08-264. Provides technical advice and guidance to State, Tribal, and local officials in the development of sound mitigation strategies to reduce vulnerability to future hazards, including floods, earthquakes, hurricanes, fires, tornadoes, and other emergency related events. Providing analysis and recommendations on complex Identifies relevant issues for senior management action based on program operations and changing program requirements. Establishing and maintaining interpersonal relationships with a wide range of individuals at the Federal, State, Tribal and local levels and persuade local officials of the value of hazard mitigation and local hazard mitigation planning processes. Providing direction for program activities, delivering technical assistance and training that supports State, Tribal, and local hazard mitigation planning, and providing input and guidance for solving regional planning issues. Promotion Potential:
Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval. Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. Basic Qualification Degree:
community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note:
Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR 2. Combination of education and
Experience:
courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. You qualify for this position at the GS-09 level (starting salary $57,955) if you possess the following:
One full year of specialized experience equivalent to the next lower grade (GS-07) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:
Assisting with technical assistance to State, Tribal or local officials in the development of sound mitigation strategies through planning to reduce risks to hazards, AND Assisting with recommendations to senior leadership concerning hazard mitigation proposals. OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR Combination of education and experience You qualify for this position at the GS-11 level (starting salary $70,120) if you possess the following:
One full year of specialized experience equivalent to the next lower grade (GS-09) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:
Providing technical assistance to State, Tribal or local officials in the development of sound mitigation strategies through planning to reduce risks to hazards, AND Providing recommendations to senior leadership concerning hazard mitigation proposals. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR Combination of education and experience Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.NOTE:

The check will bounce and the victim is left responsible.
